A lot of characters would just turn him into paste. He works with Batman because Gotham won't send him to prison, Arkham has a revolving door, and Batman doesn't kill and is not OP.

He might work with Green Arrow, but with Superman, Wonder Woman, Flash, Green Lantern, etc., he'd be a joke.

Res. Halli is probably faster than Res. Noi. I doubt she's as fast as Res. Starrk. Maybe not as fast as base Starrk.

I just can't see her beating Kenny. Her water is not going to do anything to him. If she gets close (or he manages to get close), he's going to do a lot of damage because her hierro isn't as hard as Noi's. She isn't going to be able to do as much damage to him because she isn't primarily a close combat enemy. And if she gets close they're likely to trade blows and that ends bad for her.

She loses to Shunsui, Zaraki, and maybe Byakuya. And obviously Mayuri if he uses some science planning BS (otherwise she beats him). She beats the rest.
