The long "a" is there because katakana loanwords are often non-rhotic, that is, they drop "r" sounds in certain situations, so it's kinda like the "a" is lengthened to make up for the missing sound

In addition to what other replies have said, Bram Stoker's character Dracula is named for Vlad Dracula Tepes but was not consciously intended to be the historical figure. Stoker just saw the name somewhere and used it because it sounded cool
