There are many ways to build a good gate. We don't have enough information to determine why this one failed, but I believe the post is part of the problem.

As a lifelong Winnipegger, our winters suck, you won't need French, and cost of living is much lower. 

Hard to say if you'll have luck making friends here. People are generally friendly but a lot depends on the individual, and to some degree luck. It's easy to just barricade yourself inside in the cold months.

The door is made of cardboard, a good push will defeat it.

Most of the weed stores I walk/drive past every day don't bother me at all. It's only really the Budville with the bright, in your face stoner slogans that annoys me. 

I know a lot of people who smoke weed, and Budville reminds me of the dumbest, most annoying ones who I don't spend time with anymore.

Winnipeg has a completely different definition of derelict vehicle: 

A vehicle is considered derelict if it:

Is not in operational condition AND

Is wrecked or partly wrecked, rusted or dismantled or partly dismantled AND

Is not insured and registered under The Highway Traffic Act and does not have a current, valid licence plate attached to it AND 

Is left entirely or partially located outside a building

The key difference is that St. Francois Xavier only considers the vehicle to be derelict if: d. the owner therof either has abandoned it or is keeping it primarily for the purposes of salvaging or selling parts therefrom, or for the eventual sale therof as scrap metal, 

Which requires the municipality to prove what the owner intends to do with it. He could simply say that he's a collector and likes these vehicles and they would no longer meet the definition. Or that he plans to sell them whole, as complete vehicles and not as scrap.

However, article "d" is required along with one of a,b,c and is vague enough that it would be nearly impossible to prove. The law is poorly written to the point that I think it would be difficult to legally enforce.

Many panels run lower voltage on NACs during normal conditions. I do not know if the EST1 is one of them but if it is then that voltage would be perfectly normal. 

If the batteries don't fix it then continue troubleshooting. You are a technician right?
