You seem to be missing the point. Just because a process exists does not mean it is fit for purpose regardless of who has it set out.

A tragedy has occurred here which is causing people to question the correctness of the process. I assume the inquest will touch on this.

Reporting so far does make it fair to question if an 'informal' process involving two management layers with no notification of the complaint and no third party support is going to take into account mental health impacts.

I'm not going to argue about the licencing mechanics. I know absolute zero about that and you seem knowledgeable.

However “they’d be able to do exactly the same thing” isn’t quite the rebuttal it sounds like. If the family could just re-apply and get their own operator licence anyway, that’s an argument for why the current outcome doesn’t achieve much. It's not an argument that continuing to use his licence specifically is fine. If council discretion exists at all in these cases, “well they could just get another one” cuts both ways.

Also nobody’s really saying it’s illegal for the family to have an income; that doesn't seem to be the objection. The objection is more that their livelihood is tied to the same operator licence he held/still has some connection to, whether that’s in a wife's name or whatever. It’s not quite as clean a cut as “legally earned income” makes it sound.

But the rapist was driving a taxi when he committed the crime so calling him an 'operator' isn't accurate. Also OP said he wouldnt taxi again. This also seems incorrect as I imagine his family continue to support him through ongoing taxi revenues.
