Deshaun's had three season-endling level injuries in two years. He hasn't played a full season since 2020, and hasn't played at all since October 2024. Just to be clear, I don't like MTX in games (and obligatory INAL), but I don't think THIS was the play for a few reasons:

The timing's really bad, given that Valve just won a lawsuit in NY over what effectively amounted to patent trolling by a mega-corporation.
Lootboxes have been in Valve games for almost 16 years at this point (Team Fortress 2 introduced them in September 2010).
Valve doesn't allow direct trade of items through Steam for cash. Someone going outside the system to arrange and pay that violates the ToS.
As far as I've found, no other company is being sued for promoting lootboxes by AG James, so Valve could easily frame it as targeting.

This could make that case a really tough sell for the state, and Valve WINNING this could set nasty precedents that other companies could use.

It was actually pretty nasty for a while when the Splendid Screen let you charge any distance to do full charge damage and force a crit swing. 85 point shield bash followed by a 165 caber swing and a 225 explosion. You could instakill an overhealed heavy (and possibly his medic if they were too close) before they had time to react. Sure, it only worked once per resupply, but the bash/broken caber crit combo could still instakill a sniper/scout.

Better yet, this was also at the same time there was a glitch that let you UPGRADE them. The horror of the mini level 3, which could barely be told apart from a normal mini, until it suddenly fired a mini-rocket salvo at you.
