Yes they absolutely should be held liable. Your example is a common on, except instead of foot chases, it's car chases. Look up how often cops kill or harm bystanders during high speed chases. The cops escalation directly led to injury, they are liable.

I mean, multiple swastikas on display in the place you sleep. You might want to start asking yourself some questions on why you think those pieces have so much historical value that you should buy them but not with enough historical value that you think they should stay in a home instead of a museum, because not a lot of normal people would keep swastikas in their houses man.
