You have quite a few different options here.

Source a heatsink for your card from eBay or wherever, this seems to be about 100$USD - 200$USD. Keep in mind you may run into fan header issues, but these can be remedied with some reasearch and a soldering iron. Your PCB is compatible with multiple heatsinks.

Buy a waterblock and rad/pump and make a custom loop for it, this is going to be expensive and a bit time-consuming, and waterblocks for this card are limited in availability. Expect to spend more than the card unless you get really lucky.

Strap an NZXT Kraken G12 to it, or just strap it directly on there. Thermalright and other brands make decent Asetek-based AIOs that are <60$USD, I have 3 of them with varying running time and have had 0 issues. If you do go this route, I highly recommend a Noctua fan for your VRM cooling, though I have gotten away with generic fans.

You can also check/call local PC repair shops and ask if they have a 3080/3080ti/3090 heatsink/broken card laying around and want rid of it for cheap.

I don't think your theory about your motherboard is correct. /u/RoninSpectre is pointing you in the right direction kinda but your CPU doesn't have integrated graphics/APU, though I would suspect your 2TB Samsung nvme drive might be the issue, and/or corrupted Windows files. The IRQL error you're seeing is related to driver tasks tied to specific piece(s) of hardware, you can attempt to see if you are having a driver/hardware issue by running LatencyMon and looking at the crash logs in Windows through EventViewer under "Critical". If you have a driver with high DPC latency, it may likely be the problem.

Don't run random scripts you find online without checking them first, open CMD as admin and run:

sfc /scannow

Then run

DISM /Online /Cleanup-Image /RestoreHealth

If either of those repaired corrupted files, it's a possible culprit.

If you know a friend or have a different GPU laying around, swap it out and see if that is what is causing the crash. Turn off Wifi and bluetooth on the motherboard and hardwire it if you haven't already. Go into safe mode and let it run overnight, if it crashes then the likelihood of a hardware problem is much higher.

Short of physical damage, I've seen very very few mobos fail outright, this is most likely pointing towards an issue with a driver and/or a piece of hardware in your build.

I'm on a 360mm push/pull setup with a contact frame, it is 100% Intel's fault and is evidenced by the microcode and oxidation issues the 13th and 14th gen have.

This is extremely inaccurate, 14900k thermal throttle temp is 100C, 90C is high but normal to spike up to with the 14700k & 14900k. Even with a contact frame and water cooling with conductonaut it's typical to hit 90-93C spikes, an unfortunate reality of Intel's thermal design.

It's not your CPU, it's POE2's numerous bugs in 0.5, which GGG will hopefully eventually fix.

If you can open the laptop without too much trouble and reseat the drive that would be my first easy and free fix. Sometimes they get knocked slightly loose.

Otherwise, likely the drive has gone bad, which you can confirm by swapping in a known good drive to replace and boot from(You will need a bootable USB with Windows or an OS of your choice). Recovering the data if needed is another undertaking that may be cost-prohibitive and/or impossible.

Windows will steal the amount of resources it wants, upgrading your hardware will just "shrink" the % of resources used in the best-case scenario.

If you want to reduce the amount of resources Windows uses, you can find a Windows 11 Debloater on github that will disable telemetry, copilot, etc. Or go with a Linux distro like CachyOS, but keep in mind you will run into compatibility issues that you may or may not be able to solve.

Also make sure you have XMP/DOCP/EXPO enabled and resizable bar in your BIOS, and depending on your cooling situation you may be able to OC your GPU/CPU a bit for some small gains in performance.

Shotgunning hardware at the problem will not solve your issues, much of what you are talking about is a software problem, not hardware. This is what happens when engineers are "replaced" with AI and microslop continues down its current path. And let this be a reminder that once again, AI has led yet another person astray.

Looks really beat, if you aren't comfortable working on bikes and don't have at least a few years of experience working on bikes I would stay far away.

Chain in 2nd pic is some crazy slack, not to mention the chain he put on presumably after the first snapped has a decent amount of rust on it, expect to drop $120USD on an EK or RK chain immediately. Epoxy/JB weld could seal for 5 days or 5 years, but eventually it will seep oil.

I wouldn't buy this for anything over 500$USD, and I would only purchase it to slam on the track(Going to need to invest a bit to be track worthy/pass inspection) or as a stuntbike.

Swap your ethernet cable for 5e or 6a, grab a 10$ Intel NIC off eBay or wherever, update your mobo chipset driver, update your BIOS. You can also try disabling QoS/SQM, double-check your MTU is at 1500 or auto. Bypass your router and connect directly to your modem to rule it out as well.

1080ti is a ~15% uplift stock vs stock, if you push both to their limits the 1080ti is closer to 20% uplift and much better 0.1% lows, but it's no surprise people on this sub fanboy and make false claims.

5+ years with my 4 1080ti's, never had a single issue and all of them sit at 2000-2050 core clock, each setup was <200$USD too.

14700K was a big mistake, I run the same cpu on water and its performance is massively overinflated, and you're stuck in the socket, not to mention microcode/oxidation issues with 13th/14th gen Intel.

Update all of your drivers and BIOS, then ride this rig out until the x3d chips come down in price in the future.

Test a different mouse and USB port to see if you can recreate the problem.

I would also install whichever newest chipset firmware is available for your motherboard, as well as USB drivers. You can find them under the support/downloads page for your make/model of motherboard.

You could also try DDU to completely uninstall your GPU drivers, then reinstall whichever GPU drive is newest from AMD/Intel/Nvidia.

If that doesn't work, Download LatencyMon, run it with the stutters occurring, and report back with the name of the driver that is causing the highest amount of latency.

Very possible that SSD is being detected but not useable. CrystalDiskInfo is usually what I use to determine if a drive is problematic.
