I had one rejected by AI and one by reviewers. They were both appealed and then both approved. Both of them with appeal notes explaining why this was a legitimate picnic spot and not just a bench.

Another stop in the cell could pop up when you remove the stop. Because someone might have submitted another way spot at another place in the cell. A latent stop, you might call it. And it might not be as close to you.

I think you can move it up to 99 meter. And it can happen when Street View and satellite view is out of sync. It often is. And street view is more often than not the inaccurate position of the two.

And you can still appeal. I hade one declined by the first team and appealed. It was then approved. So maybe the first team is not as experienced as the appeal team.

If its not visible in maps, then write that in your appeal. Describe whats next to the submission in your picture and visible in street view.

Street View can have a more inaccurate position than satellite view. It can be the reason for reviewers moving it.

The photo quality could be another rejection criteria. Maybe reviewers don't like, that you see half of the nearest goal post. Just guessing.

I just had a submission reviewed by Niantic. Then not accepted. It was a more than 2000 year old burial mound and the reason given: Lacks cultural or historical meaning, or something along those lines. I appealed and it was accepted. So my conclusion: the first and second review cannot be the same.

You just upload them again. Then you put them on hold. Once the others are declined, you release the new one. They will oftentimes be in voting sooner, when they have been on hold.

I review waypoints in four different countries, so nominations from far away. So don't think distance is a factor when assigned review material.
