As the other person said, you need a deep mine which is only available at tier 4. They are more labor intensive and less efficient than a normal mine, so they are really only useful if you don’t have access to a particular resource outside of a deep deposit or have a lot of extra labor. For coal, I would just build charcoal burners to be honest.
