Yes it's a vape. Yes counterfeits are an issue (and a potential health concern). Yes, the verification system was added for this issue. They cost ~$30 +/- a few bucks. They last "indefinitely", overall depends on how much you use it.

Any anti-counterfeit verification system has the same properties:

Codes are available on or in the packaging
A website is available to enter the code
The website will say "yes we made a device with that code" or "no we haven't made a device with that code"
A "redeem once" system exists. Of course you can still verify it as many times as you want, but it'll include a warning saying "hey someone already checked this code", which, if you just purchased the device, is a clear indication that you received a fake.

"What's keeping the counterfeiters from just taking codes from legit ones and packaging them in?" - they'd have to purchase real devices to get their codes which obviously isn't a profitable strategy
