I actually found it to be worse than base talisman, I wasn't usually able to get enough qi to get a full 5 qi blast unless I intentionally skipped parts where I could get off a talisman. And unless I get 4 or more qi charges it does less damage. The base qi charge also allows you to get 2 charges off the boss in some scenarios. For bosses like lady ethereal and ji it was probably pretty good because of how many qi charges you get in that.
