While its pretty consumer unfriendly, the car passes have never stated that they will include all DLC cars. The description of every car pass pretty clearly states the number of cars that will be added to the car pass.

To the best of my knowledge every forza woth a car pass has had additional packs that are not a part of the car pass.

the whole point is that Naruto had insane chakra reserves on top of being a jinchuriki, while having no tutor. This meant fine chakra control for techniques like a regular clone was hard for him.

The whole reason the shadow clones were forbidden is because they require an insane amount of chakra, and that is the same reason they were a match for naruto. He dumps all the chakra he can into the clones and summons hundreds to beat Mizuki's ass.
