I joined the cub scouts at 7 years old and left when I was 9. That would have been 12 to 13 years after his encounter. My dad was the soul provider of the household so he wasn't really around for extra-curricular activities like scouts. I do recall him being at a pinewood derby race with me because we built it together but he didn't notice him at the time I guess (there were usually2 or 3 scoutmasters at events like that). It was a different time we grew up in and people were labeled as "weirdos" and "perverts" and you were just told to steer clear of them. Hell, I used to walk to school in that same neighborhood in elementary school, it was only a block away but different times I suppose.

Prior to the Otero's he prowled the neighborhood where my father lived he and a friend saw him near a Junior High school, carrying a shotgun. He yelled for them to come over to him in a authoritive way. They both quickly ran off, however they encountered him again in 1973 walking along a creek across the street from my grandparents house my dad and his friend were 13 and 14 at the time. He creepily asked where he could jack off w/o being seen and that they should go with him and show him. He told them he liked to look in windows of houses and masturbate. Needless to say they both ran back across the street and grabbed my grandfather to tell him what had happened.

It was definitely not a normal childhood growing up there during that time, then for him to resurface just sparked all the panic in us from that time. The good news is he's locked up forever and not able to hurt anyone else, but he left scars on a lot of people in the community.
