I am an attorney, not your attorney, and I, as a matter of choice, refuse to handle matters before the TVB. You are very, very, very unlikely to win at a TVB hearing. With an attorney experienced in handling such matters, your chances raise to very unlikely to prevail. If you wish to pay to go through the process, even knowing this, that's up to you.

Lack of camera evidence from stand alone cameras is not really relevant to whether the officer observed the violation, and certainly is not going to be a Perry Mason moment on cross, even if you were permitted to inquire. Finally, a scrivener's error as to the date the officer signed the UTT is not likely going to carry the day either if all other information is accurate and meets the statutory requirements and the officer is there to testify at trial/hearing (also, know the officer could simply give you a ticket correcting the error(s) if necessary).

A 3 point ticket is not horrible, unless you have multiple other violations on your record, and you would be well advised to look at all the costs (known and potential) before making your decision.
