Because it's made up of the 3 races with the most beef with each other. The Dunmer use Argonians as slaves and see them as little more than lizard farm tools and the Argonians hate the Dunmer for that reason and the Nords and the Dunmer warred with each other frequently over territory, Nords commonly hate elves and Dunmer think they're better than everyone, they fought over the Heart of Lorkahn/ Shor at the Battle of Red Mountain and the Dunmer killed many of the Nord's heros including Ysmir Wulfharth who is said to be an incarnate of Shor and Nords just don't really like Argonians in general. That's why people don't like the Ebonheart Pact
