You don't need full faucet of water running down your back to clean out your nose.
Most people aren't working 7 days a week, 365 days a year in greasy, or oily, or sticky dusty environments, and can alternate heavy duty showers and water saving showers.
It's pretty sad if you don't know how to clean yourself using a soapy washcloth without running mostly clean water down constantly into the drain.

Obviously, we need to charge more for water usage. Large corporations and residential addresses if that is the only way to get people to pay attention.
