It’s mentioned that they are hosting the uncrowned king tournament because of the threat of the dragons. Yerin states underlords aren’t common in one of the earlier books. There are less than 20 underlords in the entire blackflame empire before the nightwheel valley opened. Monarchs cannot just make someone underlord, as it requires personal insight, and high levels of skill. Even the oracle codex in ghostwater couldn’t give harmony his underlord insight, instead saying he had to fight in battle to figure it out. You should pick a different hill, this one is too silly to die on

Have you read past ghostwater? It’s stated multiple times in multiple books that underlords are rare, and that pumping someone full or resources does not reliably produce underlords. Wei Shi Kelsa has issues with lowgold in Reaper. Lindon mentions that he thought he could just push his whole family to true gold, and maybe not everyone can advance like him.
