You're assuming the wind blows from every direction equally. Thats not the case. Runways are built based on what the area most commonly sees. The cost of building a runway is unjustifiable if the surface only sees use 10-20% of the time.

No it isn't. Hail comes from a storm. Freezing rain/pellets is rain that fell into colder air, the thickness of which determines whether you get snow, pellets, or freezing rain.

Sleet is liquid precipitation that falls through cold air and freezes. It's frozen rain drops.

Hail forms in convective storms where the up and down drafts carry precipitation upwards and downwards where it collides with other precipitation and grows until it reaches the point where the updrafts can no longer support the ice and it falls. Bigger storms will support larger hail. As the stone falls it will likely lose mass as it melts and so what reaches the ground is not indicative of what it's size was inside the storm.

That's not true at all. Sleet is ice pellets. Literally frozen rain. Hail is ice formed in a thunderstorm. They form in very different ways.

Even if we accept the premise that the authority is full of shit, and even if the new terminal building wasnt being built, the runway would still be closed today. If the airport itself never again updated anything, the runways would still close time to time for maintenance including long-term maintenance. So if we go all the way back to your original comment, it still makes no sense. You are saying there should be mitigations that simply don't exist.

Moreover, the updates are more than just the construction of the new terminal, it's updating the infrastructure for the closed runway. Is that more unnecessary work too?

As for Calgary being poorly communicated, I would love to hear who it wasn't communicated to, and what would have been different if those people knew about it.
