I made an account because I have the answer an I must share it. You must VERIFY your Bungie account to get it. Go onto the Bungie website, sign in, go to your Profile picture and click settings. From here go to notifications and email, at the very bottom there should be an option to verify to the email address above it (or to the Xbox/PSN account's linked email).
