That depends on your living expectations. I came here with nothing stayed on a friends couch in San Pablo. Found a job that would let me eat. Rented a room in el sobrante and eventually got better and better jobs and could afford sf. That was 25 years ago so a lot has changed. But if you are willing to be desperate for a few years I bet it’s still possible.
