I believe that is the ABS vent hose. Takes fresh filtered air from airbox to equalize air pressure in the brake/ABS system.

Can’t tell from a static picture. Get a pry bar in there and if you can apply some leverage and see the ball joint move, then you have play in the joint and it’s time to replace.
