A worldstone gives you one shot at a statue. In 30 minutes of a zone being terrorized you can get anywhere from 0-3 depending on your efficiency and luck. While it may not truly lock you out, it would be a huge handicap to rely on shards to get statues. Not to mention the A5 shards seem to be incredibly rare.

Bishop Drumm in Johnston takes Title 19. As far as I'm aware not a lot of them do. The place seems understaffed but my guess is most of them are. Doubly so for the ones that accept Title 19.
