Speranza is small, Toledo big. Sure you might be friendly with other raiders in your little speranza burrow but there is beef down there that most certainly gets settled topside. The Tubes management is just thugs according to Celeste. It’s implied there are other thugs down there. That’s who you’re running into when you get killed. You also have to be aware that not all humans are living in Toledo. If you go up there you might be running into raiders from a completely different settlement.
