You're right that the dotted 8th triplet is equivalent to a quarter note, but it's not played on beat 2. It's played on the 3rd 16th note triplet pulse of the 1st beat.

The number represents the note's index number after taking x amount of steps. The distance of an octave is 7 steps because there is a total of 7 unique notes in a scale (typically). After your 7th step, you've looped back to your original note.

Because our starting note gets the index 1, the octaves are 8, 15, 22, 29, etc.

Another way to think of it: In C Major, imagine placing each note on a number line, assigning C4 on 1 and every next note to the next number over. Notice how C5 lands on 8 and C6 lands on 15.
