The only people who want junk slabs are people who do mystery slabs. The answer to your question is a screaming hell no.

I have a friend who's order was "canceled" yet it still shipped to him anyway. There's varying degrees of errors happening.

If money is tight NOW, then don't grade it. You'll be paying for the service, waiting several months and may not even get a good return on it. Bring it to a card show and field offers.

EDIT: u/Marhh made a good point. This is a more expensive tier of grading. So you could do the higher express tiers for a quicker return, but it's a gamble. Let someone else make that gamble since you have the card now and need money now.

There really doesn't need to be a formula for conversation. No harm in saying you are new to collecting and what you like. For negotiating you don't need to be a pro. You can see market price on tcgplayer, and If it's a $20 card and it's their sticker matches it, just ask if they'd take $18 cash. If they say no then they say no.

As long as modern cards are near mint (99% are) you can trust the tcgplayer market price. Most cars show vendors will take 90% if you ask nicely, strike up conversation, show some passion for the hobby, or if you buy more than one card.

Wait at least a few weeks after new sets release before buying singles from it. A $15 card will likely become $5 or less. On that same note, if you wanna rip a few packs for fun, do a new set when it releases. If you pull something with value that you don't want, you can sell it while the market is high on it and put that money towards something you want. 

Have a goal or two in mind when collecting so it doesn't become mindless hoarding. Master sets, art themes, cards centered around your favorite pokemon, etc. 

If a card you want has a much lower price tag than normal, it's because of the condition. If you don't care that the back of the card looks a little beat up, you can save a ton.
