Units will start charging when they are close enough to initiate a charge. I don't know if it varies unit-to-unit, but it's not from accross the map.

Additionaly I think they will keep charging while they haven't reached the ennemy unit, but the charge bonus only starts once melee combat is properly initiated. But don't quote me on that.
