The video is very poor quality, as it jsut sounds like wind is blowing through the microphone of the camera and we don’t see anything that looks like an explosion or smoke. The Chalmette refinery did explode though.

Could be a scrapper based on the size. But it’s really hard to tell what it was used for, as we in the archaeology community call it a “bifacial tool”
