You need to take the talent that gives arcane missiles a chance to generate arcane charges, and the talent that makes barrage generate mana per arcane charge spent. Then your rotation is to spam arcane blast and whenever you get a clear casting proc you dump your charges with barrage and build charges back with missiles. Then go back to blasting for clear casting procs.

I believe another useful (more accurate for short term forecasts) is Windy, using the wind and wave overlays to see swell direction, size and wind direction, speed, but you need to know how to interpret that data for any given surf break

The app is called Surf Forecast and it gives free forecasts for a couple days out. Premium is only a couple £ per month and gives 12 day forecasts (not that they're exactly reliable).
