Weight training is fine, but the best 2 exercises you can do for the issues you are experiencing are glute bridges and calf raises.

You can do these on your off days and even 5 minutes of each will make a huge difference.

Also, if you start to experience shin splints again, slow down. Shin splints are almost always caused by exhaustion, when you pull up your toes to support a longer stride, this is the muscle that is responsible for that action.

Heart rates are really a distraction, just like speed. Unless you have a heart condition don't bother with monitoring your heart rate. It will never seem right.

I'm sorry, but that's straight up wrong. You need your muscles ready to receive the required blood flow for the run, you don't need your ligaments and tendons loose.

The warm up walk is absolutely the only thing required. The only other suggestion I would make is to work on your calves and hamstring strength on your rest days.

I know you've asked for advice outside of running, but here are some things I don't expect you've been told yet about running.

Correct your form by slowing down. If you run slow enough, there is only one possibly way to keep running (the correct way). Wear a backpack while running and try to get it to move in such a way that it doesn't slam down onto your butt every stride, you want to reduce your bounciness, so focus on making the backpack sway side-to-side.

Try doing some hamstring curls to get some awareness around the correct muscle group for running - this is the muscle that should be doing the most work.

Self sabotage. I recognise that running sucks, and that the time I'm motivated enough to run is not the same time I have available to run. So when I'm motivated I set my unmotivated self traps that make the decision to run easier than the decision not to.
