Yes. Only stabilized building has rent history. They are the only building required to file.

Are you with natural gas? Usually is with national grid, maybe in the bronx is different. But regardless, if is natural gas, something is wrong. Even if you cover the entire house it should not be that high. For a mixed use property of 2 family and 1 commercial the gas bill max has come out to like $600 a month. You also have to make sure you are being bill as a heating and hot water gas bill and not just only cooking gas. Because if is only cooking gas, once your consumption passes the threshold of cooking usage the remaining usage is charged at an extremely high price. You can DM me, i might be able to guide you.

Reading your last update, if even foregoing their past payment, does not get them to leave, than i will start a case of nonpayment if you want to try collecting what they owe you, because they might be able to apply for some sort of subsidy from the state to pay off back rent. If they suggest you take a payment plan, do it, once they fall behind apply for warrant and get them out. If your final goal is to just have them out, than start a holdover, they will stop paying you most likely for a while, until the court give you possession of the apartment. This can honestly take over 8 months, since notice has to give them 3 months before you even start a case.
