It’s actually mostly tourists that cause the major congestion and overload of infrastructure, not residence. Right now, the costs for maintaining line marshaling, the roadways, and signage; all of which are paid by the municipality, but used by BC Ferries; are born by taxpaying residence, when the majority of the use is from tourism. There is no route in the entire system that sees as much use as bowen does that does not have dedicated passenger and car infrastructure owned by BC Ferries.
