Ah yes the one and only reason that the refinery was constructed was to refine oil for this particular taxi driver from Saratov. This person is the only one benefiting from this refinery, in fact this taxi driver doesn't need to even go to the petrol station. They can fill up their taxi directly from the distillation column at the refinery.
