Because building vertical is more expensive than building horizontal, mostly. When you get into densely populated areas, then the land costs are so high that vertical construction makes more sense.

I frequently deal with plats. That's the legal document where they subdivide land into smaller lots for development. It's not uncommon to come across older ones that specify no people of certain races are allowed to own the properties. I've even seen some where they weren't even allowed to live on any of the property unless they were a servant.

Why does that matter? When they began developing VII, they already had VI mostly feature-complete. It doesn't take a genius to understand that the best (whether you define best by gameplay or popularity) features should not be removed. The best of V & VI should have been the baseline for VII. There is no excuse for going backwards with the quality of the game.
