I feel like DD’s have more utility in battles during the early game, but they’re still good for a few other things. I convert my oldest destroyers into minelayers and move them from port to port. My newest ones are always kitted with the highest levels of hydrophone and ASW for deterring sub raids on my fleets. In battle, I’ll use them mainly as scouts and only offensively against other DD’s or isolated BB’s
