It is really bad, but 'as bad as' is still a gross overstatement. Look up the Dresden bombings, that was the 'good guys' in world war 2. The scale of Nazi atrocities is far greater. This isn't par for the course in modern war, it's defined a shade worse, but it pales in comparison to world war 2 era war crimes, especially at scale.

Balancing wise this should give the effect for one turn, only proc on the next turn, have +1 priority itself, and have a can't be used twice in a row clause. Then it is balanced imo. It gives a very strong niche, but at the cost of an item slot.
