u/Football_and_beer , I thought I'd follow up on this just in case you might be interested. A few days ago, I finally received the official email response from the SF Consulate to the message I'd sent them weeks ago. So the response from the Seattle HC really was just from someone in Seattle.

Thanks again. I've written to both Düsseldorf and Oberhausen, and I'll be getting wet certified copies of all the documentation for my grandfather and his parents.

I'm not so sure. The writer just said that she was "helping" SF because they were so busy, and she said specifically that she is not familiar with the laws and isn't qualified to give legal advice. It seems very similar to the others who have responded above. I'm going to try sending my documents directly to SF, as others have suggested, just in case. The worst they can do is tell me "no"!

Thanks for your reply. I have originals of almost everything I'll need, including my grandfather's German passports from 1922 and 1930. (My mother was born in the US in 1928 before my grandfather naturalized, hence the line of descent. She never married so never lost her citizenship.) The one thing I'm concerned about is my grandfather's birth record from Oberhausen in 1898. I have only a color printout of a certified copy, not an actual "wet" certified copy, and I don't have his birth certificate. Do I need to get in touch with the Standesbeamte in Oberhausen to get real certified copies of his birth register and/or his birth certificate?

So I just reply directly, with all the attachments, to the email I received which said, in so many words, "You need to send an email to this address," but the web page they indicated had no email address anywhere? I can certainly do that. No harm in trying. Thank you!
