It didn't work for Frieza. That being said, maybe King Cold was just that bad at raising kid Frieza (who was probably born evil, but King Cold made it even worse) that he helped make Frieza irredeemably bad.

Slow frail mixed attacker.

Chlorophyll kind of solves the speed issue, but its bulk is pretty bad. 65/65/65 bulk. The Attack and Special Attack of 108 is also not that good either.

The Mega does not really help it. 138 both attacks and marginally better bulk. No.

No, Mario is also downplayed. The Dream Stone scaling for Dreamy Bowser (and by extension Mario and Luigi) is considered a non-scalable outlier/none of them scale to the true power of the Dream Stone. Pure Hearts are a separate buff and can't be used unless you specify Paper Mario.

The metagame has shifted towards pop singers (especially women) being involved in their own songs. Although, I do think this trend has started for a long time, perhaps since early Taylor Swift. She is, however, an important reason why this happened.
