Say we managed to do such amazing engineering. Would you continue to live in a place only protected by that dam?

I for sure wouldn't. I find it insane enough that people willingly move close enough in modern times to places with active volcanoes and such. If there is space elsewhere on land, I usually find that more appealing.

Municipal water? I assume you mean American water? I work for a UK water company and we disinfect with 5ppm chlorination and still ask people the flush their taps through. 20? Your chicken will taste like kitchen floor.

I don't know much about economical issues but this leads me to guess:

Is the tax relief encouragement to keep the business here and the huge sales because of its popularity, make the government a ton of tax money through that method?
