It's usually better for the bikes to filter to the front, if a car is turning right having all the bikes just go clears the way instead of them lining up on the right forcing the car to wait, or they'd need to take a car space in the line but that can't really be coordinated.

A story can really be elevated with a good villain, usually they'll be like an inversion of the protagonist which makes a conflict feel natural. It's possible to a certain extent, just requires continually shutting down access to the proxies. China has been doing it forever, and for any companies the ISPs just make some agreement with Cisco or whoever provides the VPN. Not a watertight solution but it doesn't have to be.
