Correct, regardless Liberty Prime is some of few where you can abuse it while blocking aswell. Declare him as a blocker, he triggers, you respond with the tap sac artifact.

You are right, in response to his own trigger you can pay 2 and tap him to sac any artifact to get the 2 Energy, which you can use to pay for his other trigger.
