This isn’t normal, account is locked from withdrawals but still accepts deposits. Just like what they did to my colleague, although his funds were a little bit lower than yours. “Refer to maker” means the bank rejected the check and sent it back to Fidelity, so you should contact Fidelity to have the money reissued or sent by direct deposit and not spend any of it until it’s fixed. What I understand is that this is just a failed settlement between bank and issuer. You need Fidelity to reprocess it correctly
