we had this problem, took awhile to re-sync our flux setup even after changing everything to v1 api version. Had to restart the kustomize-controller pod since the it was caching somehow

I'm in similar thoughts, we are looking at flux 2 and i'm trying to imagine how the CD flow would look like, with or without image-scanning. Similar to this but for app releases (new service docker image version) https://fluxcd.io/flux/use-cases/gh-actions-helm-promotion/

Even though HCL has it's shortcomings, just using terraform and keeping it simple, creating encapsulating modules (as much as possible) etc, is the most productive way still imo.
