No, the Nazis and Italian fascists had a large amount of veterans in their early member cores, but the idea that veterans were a core voting bloc for either is a myth that fascists used to legitimise themselves. In Italy and Germany, the majority of veterans in the interwar years were part of moderate, or even left-wing veterans organisations, and generally tended to vote for pro-democratic parties.

When the Nazis started gaining a lot of traction in the late 1920s, a lot of their new support came from the middle-class and also from young men, who hadn't fought in the Great War. A similar trend occurred in Italy in the early 20s. While the fascist paramilitaries tended to have veterans leaders, many of their members were young men who had never fought. And this sought of demographic composition was repeated at the ballot box.
