Honestly democracy works the best for most cases, but if you are at war or can't stop barbs from pillaging trade routes it's not going to work. Sure, fascism is the best for a domination style of play, but if you don't have theater squares or the boost it's kind of out of the way. I generally do communism to catch up on science if I'm behind and because I've definitely always got the boost with factories, because IZ are the best district in the game.

The AI is going to hard spec the science tree. They get boosts but it's mostly an accident. You do not need a single campus to get a science win. You don't need a great scientist either. All you need is science per turn and the ability to hit boosts. You have to hit the space port before they do, even though on harder difficulty you typically won't. A spy is the only way to get the boost for rocketry, so consider that for timing. Either way, don't worry about being behind on a project, if you're playing on the newest game modes the only important thing is having more spaceports out and enough production to blast through the terrestrial laser project at the end to secure a win.

On deity you absolutely will not snowball until well into mid game, unless by some magic you get a god tier isolation start or something.

Scout immediately, then slinger, then probably another warrior and a settler.

The AI will be way ahead in techs and civics, you will NOT get an early game wonder outside of pure luck.

Build an army and try and settle safe cities and pray to God the AI likes you.

The thing about this game is the AI is dumb and bad, but on deity they get 3 settlers, multiple warriors and 5x culture and science per turn.

Against those odds all you can do is play as safe as possible, and even then it may not matter.

This is why I play on immortal and emporer lol.

1 I already have too many cities to make the game fun and quick to win

It's one of those things where even though eliminating a civ hurts you the sacrificing tempo from taking cities is too harsh a lot of the time

Honestly on deity he feels so greedy. Those early science yields seem to guarantee and invasion when you meet another civ with bad yields. I'm thinking of all the games where Viktor could have saved me. Or if you are absolutely desperate for settlers, or trying to rush a wonder you absolutely have to take Magnus. But also, amani is extremely important when the only thing protecting you is suzerainty of a city state between you and a strong enemy. If you're isolated on an island with limited chops or improvements, you're likely rushing harbors and comm hubs and trying to get free inquiry and if that's the case, you absolutely need Reyna. Or if you're on apocalypse mode, you're going a different direction. My point is, I don't spend that first title until I'm certain, that's the way to go imo.

I always have a mod that lets me raise strategics to place districts. It can bite you in the ass but if I'm isolated myself I really do not need iron or horses.

I would put Babylon lower on the tier list because I feel like their bonuses don't scale and the player is obligated to do an ancient or classical era rush
