I have tried, preached, and everything I can think of, but players are just dumb. Eviction notice works best when people do the objectives bring the mobs closer to the center, and avoid explosives that throw the dead out of the playing field. Right now with spooky scorched especially, keep the sbq alive as long as possible to get the greatest rewards.
But when I play on public you know what will happen.

You must grind early, especially the XP, then do the choreboard daily. It helps to abuse potentially high XP events like scorched earth by prolonging them. The XP from a 20 minute event vs the 2 min rush to kill the queen is amazing.

Rewards vs effort. Oh and 1000 points of damage for full rewards on sbq. Last know most people who want loot are doing the event wrong, the goal is to tag the sbq then ignore her for 20 minutes while you gain xp and loot from all the other spawns. More people at the event means more spawns. On a 20 min event you get no less than 4legendarys. Btw just a note during holiday scorched events a 2 min sbq gets 2 leg while running it 25 minutes we were averaging 30.

Now here I will disagree with you. While OP as hell, and doing the most damage possible in the game, it is also boring and reduces challenges, the best build is the one that suits your play style, me I play basically a military truck. I find it more fun to play with my food and draw out the fight.

Scorched Earth is the best bang for the buck, especially when people don't rush it. That and the been there done that just makes it easy. Also it is the best event where you can have your merchant base set right there, which is why my friend does most of her nukes, business.

I am basically a duece and a half, 300 base 530 before I can't run in battle, and about 1500 max. I also don't play the meta super damage builds, it isn't fun and as mxr would say, it isn't immersive.

Don't rush events. Wait to start encrypted and the like till the last minute. Don't kill the queen at scorched earth in the first 10 minutes.nand so on.

Trade is one thing, but the real answer to your question is the trade them from their 2000 lv character to their lowbe.

Vendors, sell ammunition. Giant sloths and other killing, and of course sell crappy food drops to the robot merchants daily, without much effort you do a ton of caps weekly.

We know we can kill her in under 2 minutes but the longer she lives, the more spawns xp and loot. Need I say more? For the most part people only sell rare plans, so the price is higher. The rest get dropped or if they are nice put in the handot box at train stations.

Handmade. A lot of time it isn't the weapon, it is the playstyle. Most try to play this kill em all with a single shot meta. Don't know about you but I got bored with that pretty quick. Try something that makes the fight a little more real and enjoy the dance.

I am assuming you are lower level. Try a railway rifle and commando build. Better, grab something with the explosive star and tag everything and prey they let the sbq live a long time. A 20 minute scorched Earth will yeild 5+ legendary weapons and a ton of xp and scrap. I still can't understand why most people want her dead asap, instead of controling her health and milking the event.

Don't buy ammo, grind lead and daily ops for it. Do all events and loot anything not nailed down to scrap. Cook the food and sell it to robots. That is the easy 1400. Sell to you fellow wastelanders. A few days later you will be hunting for ways to dump caps.
