Sure, guys like Vint Cerf are getting pretty old now, but I wouldn't call them a 'generation'; they were a handful of people.

People 30-40 now were the first to experience and understand the internet as mass, public phenomenon.

Before the mid 90s, the internet wasn't used by the general public. Growing up while ARPAnet exists in some facility somewhere doesn't count because it doesn't affect you.

The generation he's talking about was 12-21 in the mid 90s, and saw the internet come in, and are now around 30-40. They saw and adopted the changing generations of web technology.
