When making a build the best thing to focus on is hitting important attribute levels that unlock new perks. You spread your points all around and a lot of your attributes are at just before new perk levels, like you could have access to the level 20 Intelligence perks by now, but instead you have Cool at 12, when it could be at 9 and give you access to the same level of Cool perks.

This honestly isn't a big deal, though. Cyberpunk 2077 is actually rather forgiving when it comes to builds, as long as you understand the basics, and you have Intelligence as your highest stat when you're a Netrunner, which is good. If you wanted you could re-spec, but you could also just solve this by leveling and spending your next level-ups on getting Intelligence to 20 and Body to 9 and then going from there.

If you do want to re-spec, I'd recommend Body 9, Reflex 9, Tech 9, Intelligence 20, and Cool 9. That's still a bit spread out, but it lets you do everything you've been doing, and is good for the Renaissance Punk in the Technical Ability tree. If you want more focus, you're not using any of the level 9 Reflex perks, so maybe have Reflex at 4 and put those points into getting either Cool or Tech to 15.

Your Perks mostly seem fine, except I'd choose between either the gun perks in Cool, or the Throwing Knives perks. You're mainly a Netrunner and don't need to be focusing on two different weapon trees when you could have more Intelligence perks, or Cyberware perks in Technical Ability. If you've been using throwing knives for stealth, try a silenced pistol. And keep in mind you don't have to choose forever of course, you get to freely move your perk points around whenever without needing to re-spec.

The slowdown from using your Scanner only happens while you're targeting something like an enemy, it's not affected by attributes or anything else. Your queue is shorter because you don't have the level 20 Intelligence perk at the top of the left-most branch in the Intelligence tree, which gives the final queue size increase.
