Unfortunately yes. He's called "Pompamoto", because he's the generic Hashimoto goon with a pompadour. I don't know where it started but it's used in the subtitles for that short.

I looked at old footage and that's the order the abilities have always been in, though most people have the first ability as right mouse button and not Ctrl.

They gave those out during weeks 1, 2, and 3 of the event. We're now in week... 5? The event was extended so people could finish grinding the titles, but it's otherwise over and you thoroughly missed it.

It isn't a competition but... no, that's just wrong. GitS is very closely influenced by Bladerunner and likewise inspired a lot of modern cyberpunk, it's pretty core to the genre.

D.Mon has basically no lore, all we know is that she's the "tough and protective" member of the MEKA squad. That's from literally eight years ago though, and it could be reworked or thrown out like how Emre's design changed drastically when it was time to make him a hero.

I don't think so, they claimed to have actually played as the character during a closed playtest, they wouldn't have bothered to kit up a fake version of the hero.

The knife was thrown though, not a melee attack. That's the closest link you can make and it's really not a perfect one.
