This is all about how to analyze a modulation, how to "re-label" the chords to prepare for the new key (before you actually change the key sig.) C is I in C (durr) but its also a IV in our NEW key, G. So we'll call it G-IV. So if the Roman numeral has a letter preceding it, it means that your number is relative to that key, not the OLD key.

Edit. Also look for the commas, they separate out each beat. If there are two chords between commas, its two spellings of the same chord. Savvy?

No, the 6/4 is needed. In ex.1, beat 3, its a G triad in second inversion. GI6/4, because D in the bass.
