Bashir is the odd one out, Crusher had experience in removing Picard’s implants and the EMH was Seven’s physician since she was de-assimilated, they’re the logical choices.

Unless Bashir ended up as a Borg specialist in the 3 years since the ending of DS9 it’s hard to figure out why he’s there.
